The OS I picture is very quick with minimal overhead code. A fast, 32-BIT kernel which can break standards (eg. DOS support, 16-bit code support, large kernel services and DOS file layout) I think the first question to consider is how to implement the files. From there the boot code can be written, then the protected mode initialization, and so on. I know nothing about OO programming, let-alone OS design but I would be willing to learn. I think assembler should be used for the kernel to make it as a fast and as small as possible. Besides that, there is the GUI (if any) but that is not of immediate priority.
